Broad is scope, rich in ideas and bold in its claims; it contains much more than just political theory. Basically, Hobbes is saying that mankind is generally selfish, and so, without laws to restrain him, he will do whatever he needs to in order to sustain his own life (even if it means stealing from or killing others).
